Mr Councillor Auster presented the following report of the Finance Sub-Committee:-
Statement of Income and Expenditure for the half year ended 30th September, compared with the estimated figures for the year.

22nd February 1915 - Special Meeting of the Parks Committee
1431 The Chairman explained that the meeting had been convened for the purpose of reconsidering the estimates of expenditure for the financial year ending 31st March 1916. The following report of the Finance Sub-Committee was then read:-
Estimates of Expenditure 1915-16
It will be the recollection of your Committee that Minute No. 1426 approved the estimates of income and expenditure for the financial year ending 31st March 1916 as follows:-
Income £5,755
Expenditure £38,755
These estimates were duly forwarded to the Finance Committee and as a result of a conference which your Chairman has had with that Committee, it would appear that it was imperative that having regard to the extraordinary expenditure to which the Corporation were committed by reason of the outbreak of war and other matters, that expenditure of the Parks Committee must be reduced.
Your Sub-Committee have given the matter the most careful consideration and as a result they recommend that the estimates of expenditure of £33,000 be reduced by a sum of £3,000.
They have instructed the Parks Superintendent to go through the items of expenditure and report to your Committee as to what items can be reduced to meet the reduction of £3,000.
1432 Resolved:- That the report of the Finance Sub-Committee be received and entered upon the minutes.
1433 Resolved:- That the estimate of expenditure of the Committee for the financial year ending 31st March 1916 be reduced by the sum of £3,000 made up as follows:-

1434 Resolved:- That Minute 1426 approving the estimates of income and expenditure of the Parks Committee for the financial year ending 31st March 1916 be rescinded and that in lieu thereof, the estimates of expenditure as now revised for the financial year ending the 31st day of March 1916, be approved at the sum of £30,000 and that the Finance Committee be informed accordingly.
1435 Resolved:- That the Report of the Finance Sub-Committee be approved.

Mr. Charles Wale commenced work in the park as a park policeman.

Park Keepers
The Superintendent here stated that he had been informed that the Park Keepers were about to petition the Committee to reconsider their decision with reference to the application for an increase in wages. After some consideration it was
1517 Resolved:- That all park keepers who are receiving a wage up to and including 40/- per week be granted an increase of 2/- per week, with the exception of Park Keepers Print, Finch, Bailey and Horton.

Northfield Tithe Redemption
The following report of the Town Clerk was received:-
Northfield Tithe Redemption
I have to report that the Board of Agriculture have given notice that in view of the existing circumstances, the Corporation can be excluded from the proceedings by means of an altered apportionment.
The annual amount of Tithe proposed to be charged on the properties belonging to your Committee is as follows:-

The Board inform me that if this apportionment is made, the Corporation can subsequently effect redemption on the lower scale of costs applicable to redemption effected voluntarily by landowners.
I shall be glad of your Committee’s instructions in this matter.
1615 Resolved:- That the Town Clerk be instructed to approve the apportionment of tithe amounting to £14. 8. 2 charged on the Recreation Ground at Selly Park and Selly Oak Park and to inform the Board of Agriculture that the Committee will make the annual payment of £14. 8. 2.
